You state that one of the guiding principles of NSPS is to ensure accountability at all levels (Subpart A, section 9901.101(b)). Yet the Secretary is allowed to establish numerous items at his sole and exclusive discretion. Further, the Secretary and/or DoD is allowed to define policies and procedures through issuances at a later date that won't be afford scrutiny from Congress or employees and their representatives (nor the general public). How does this ensure accountability at all levels?
