Comments:
One of the characteristics of NSPS is a system that assures openness, clarity, and accountability (from sub part A, paragraph 9901.101 (b) Credible and Trusted). This proposal is not open nor clear since it does not define procedures and policies, and allows DoD to implement actions at their sole and exclusive discretion. It is also not accountable. The proposal itself fails to meet it's own requirements.
