Comments:
Throughout this proposal, DoD will coordinate with OPM. However, DoD seems unwilling to coordinate with employee Unions (as evidenced by it's behavior prior to issuing this propsal). DoD also seems unwilling to coordinate with Congress on much of the NSPS, since much of it will be published in issuances and regulations outside the 30/30/30 procedure. Why is this?
