Comments:
9901.106(a)(4) says that employee representatives will be provided with access to information to make their participation onf the continuing collaboration process productive. How will this be ensured? How will DoD ensure that the unions' participation is productive? Who will define productive? I submit that providing access to information is not productive, rather allowing unions to comment and negotiate on all aspects of this proposal is productive.
