Comments:
Section 9901.106(a)(2)(ii9) says that the Secretary can impose limitations on how employees will be represented by national labor organizations with multiple collective bargaining units. This violates Chapter 71 of 5 United States Code, that allows employees to choose who they are represented by, not the Secretary.
