Comments concerning - Federal Register: February 14, 2005 (Volume 70, Number 29) Proposed Rules: FR Document 05-2582/NSPS (National Security Personnel System) Page 7555: "The Guiding Principles are: ... Respect the individual--protect rights guaranteed by law; ... Ensure accountability at all levels;...." Where are the checks and balances for employees if DoD controls the law? Where are the accountability checks and balances for management accountability? "In July 2004, the PEO established Working Groups to begin the NSPS design process." That is, a redesign process. Only after Congressional intervention did DoD even start to follow PL108-136. "Working Groups were also provided with available information and input from NSPS focus groups and town hall sessions held at strategic locations worldwide, union consultation meetings, ...." Since no information on NSPS was forthcoming until these proposed rules were published, how could any information be provided? The unions were not consulted, they were dictated to. "The Working Groups also received and considered input from employees and their representatives. " "To ensure that the options reflected the wide range of views and concerns expressed by various entities, the NSPS Working Groups did not attempt to reach consensus regarding the merits of the options." The NSPS Working Groups did little or no listening to anyone except SECDEF. The NSPS Working Groups did not reach or even attempt to reach a consensus because they had already been told what to do. The only reason for these NSPS Working Groups "meetings" was to attempt to satisfy Congressional outrage over NSPS planners' treatment of unions and other interested parties.
