Comments concerning - Federal Register: February 14, 2005 (Volume 70, Number 29) Proposed Rules: FR Document 05-2582/NSPS (National Security Personnel System) Page 7557: "Eligibility and Coverage" Under this heading, DoD leaves out the fact that most SES members (note, not employees) will actually not be brought into NSPS as discussed in 5 USC 9901 & 9902. Since the problem is with management, why not have the senior managers face NSPS as do employees. "Coordination Between DoD and OPM" There was no coordination between DoD and OPM until Congress repremanded DoD. "While the proposed NSPS regulations establish the overall NSPS human resources management system, there are several areas that will require DoD to promulgate implementing directives, instructions, manuals, and other issuances that provide the detailed procedures needed to implement the system." This is an attempt by DoD to get NSPS going and then deliver the really bad news. Since there will be not comment or discussion period, much less Congressional oversight, any number of abuses can be unleashed on DoD employees without any checks and balances applied.
