Comments concerning - Federal Register: February 14, 2005 (Volume 70, Number 29) Proposed Rules: FR Document 05-2582/NSPS (National Security Personnel System) Page 7575: "These regulations waive or modify various statutory provisions that would otherwise be applicable to affected DoD employees." These regulations do not waive or modify, they destroy decades of law, executive branch decisions, and legal jurisprudence. These regulation demonstrate non-transparency and management's breach of faith with its employees. "The system established under this part is designed to meet a number of essential requirements for the implementation of a new human resources management system for DoD." This is an assertion not demonstrated by evidence. "Agile and Responsive Workforce and Management--workforce can be easily sized, shaped, and deployed to meet changing mission requirements" This means that employees can be easily terminated without cause or recourse. Also note that these regulations do not mention management personnel.
