Comments concerning - Federal Register: February 14, 2005 (Volume 70, Number 29) Proposed Rules: FR Document 05-2582/NSPS (National Security Personnel System) Page 7578: "Sec. 9901.106 Continuing collaboration." "Nothing in the continuing collaboration process will affect the right of the Secretary to determine the content of implementing issuances and to make them effective at any time." This section contains so many waffle words to limit input and does not include a duty to negociate. There are no checks and balances to prevent abuse by management. "DoD will establish procedures for evaluating the regulations in this part and their implementation." This is not very transparent. The mechanism is undefined as is the scope. Inclusion by outside parties is not mentioned as well.
