As a Supervisory GM (later converted to GS) with 46 Years of Civil Service experience within the DON portion of the DOD, I view with alarm this proposal. Talk about nepotism and favoritism running amuck! The "IN" Crowd will advance and the "out" crowd may as well move to the "out house"! And the fact that David Chu is the prime motivator of this program is proof enough that it will fail. He is the prime example of the Peter Principle, but went about three times his capability. The reason he has moved so many times to so many organizations is that he realized that "you can't hit a moving target:! The electronic conversion of Technical Manuals to "Print on Demand" at NAVSEA was a prime example. Though retired now, I still shudder at what this bodes for the active committed and dedicated work force. The minority will profit; the majority will suffer.
