Base pay on performance: The system you are trying to fix is not broken. What you're trying to do is to brake the machine that is working fine. You are going to start the Good Old Boy System all over again. Many federal employees in the past, worked very hard to insure our goverment was fair to its employees. Leave our current system alone; improve it, but leave it alone. As soon as you start this proposal, you are going to see all kind of "I don't like the way this guy talks, looks, walks, etc, etc". If it wasn't for the hard work I've done insuring I had a place to earn a paycheck, I would probably be a bumb on the street. The new regs open the way for descrimination and backsliding, where politics and group of friends kept you at bay or fire you. What bargaining rights we have now will be gone out the window. We need to maintain these bargaining rights in place to insure fair and impartial treatment. This new system you are proposing, do not pay for loyalty & hard work of the Civil Service Employees. I have also read some of the comments submmited. Some, I agree and others I don't; however this is my comment and I hope you be smart and wake up and smell the roses.
