Comments:
We do not agree with the proposed changes to the civil service; re: NSPS system. With lower pay raises in the future a person won't be able to feed their families. The cost of living increases don't keep up with inflation, now. Some managers play favorites with certain employees which means that if your appraisal isn't fair, you have no rights with this new NSPS system. I'm not complaining about my manager as I have always done a superior job and gotten outstanding ratings. The new quick and easy RIF procedures are outrageous. Because of the loss of certain bump and retreat rights, veterans preference has also been diminished in the RIF process. What would we do without the veterans; probably get blown up by terrorists. The whole system is against the EMPLOYEE. It works now, leave it alone.
