I have been working for DOD for 34 years. I'm a Union member and a WG employee. This is nothing but Union busting and letting managers control everything that has to do with the rank and file members. There is no control by which managers can be held accountable for their actions. Being an employee I would like to see everything possible if I should ever get into trouble. I have not been in that situation, however, everyone should have the right that is currently available to them to voice their opinion based on their situation. This includes MSPB, FLRA and current contract obligations that management has to do to resolve problems. Under this proposal, a board will be selected by management to determine what has been determined my Agency management to be fair. There are no appeal rights ,to say, that would be fair. I'm within two years of being fully qualified for retirement under the CSRS. With this NSPS, it could effect everything that I have worked for all these years. My retirement money could could be effected. This is not right for any employee that has served the government for so many years. I'm not the only one that has this concern at my Agency. As far as hiring and firing, mangement has always had control over this. The "system" has made it almost impossible. Management has had this control if an employee was not suitable. Resumix has has been one of the biggest failures that the government has come up with. I've seen people "fired" because they didn't meet the expections of the manager. But, on the other hand, management has deal with only picking from the top three candidates no matter if they had 15-20 to pick from.They don't want to take the chance of EEO complaints and don't want to have to deal with all the legal ramefications that they might incure. So they just blow it off. Is the the problem of the employee or mis-management? Under the NSPS rules they can do whatever they want and not have to deal with the ramifications as it's management controlled. The NSPS is nothing but a total scam...inventented by management and controlled by management. I work at the Rock Island Arsenal and our employees are not a threat to our country, we are the cure to keep our soldiers as safe and secure as we can. We have given them everything they need in a timely manner and will continue to do the same. Our reputation proceeds us. From all our conflicts since the Cilvil War, the RIA employees have always done what is expected from them and more. DON'T TAKE THE RIGHTS OF THE EMPLOYEES AWAY!
