I must say that I do not agree with most of this NSPS. There are already regulations in place to deploy civilians if need be. The Secretary wants to make it common place and be able to deploy civilians as easily as he deploys the military. By destroying civil service protections and gutting union power, no one with any sense will want to be a civil servant. If supervisors are licking their chops in anticipation of being able to jerk their employees around, they better think again. This isn't good for them either. They have more of a chance of being deployed that we subordinates will.
