These proposed NSPS changes will totally gut the federal system as we know it. This is an attempt to run the civilian work force as a military unit. We as federal workers and (tax payers) will never benefit from this system. If you look at China Lake and numerous other trial locations they could not wait to return back to the current system and it's protections. Some of us that defended this country during time of war are being sold a bill of goods bye are own government to save the almighty dollar. It sickens me to believe that the few protections we have as federal employees may soon be removed bye the very government we protect as civilians. If this system is excepted as a whole I will assure the failure. We must remember that as a government we need to control cost and expenses we have that duty as civil servants. This can not come at the price of are own livelyhood. We must still be able to protect are famalies and not return this country to the days before we had unions to protect workers rights and ensure fair treatment of workers. This attempt to return to a civilian work force free to be controled bye the government and managers will only lead to revolt bye the work force.
