The NSPS is the beginning of the end for the Federal Civil Service employee. You can't have a system that is 100% in support of management with no protections built in for the employee. This whole proposal is a travesty. Government agencies and their employees are not designed to operate like profit-making businesses. The Federal Civil Service employee is a dedicated, loyal, hard-working person who gets the job done, gets it right, and can be trusted, counted on, and commended for consistency. The new NSPS will force workers to search for the best financial opportunity and leave at the first good offer. The new, young workers, and even the 65 year old supervisor are chanting "Out with the old, in with the new." They are already scheming to immediately force the older workers out, save a lot of money, and share it among themselves. I envision scores of career employees getting fired, forced out, or otherwise layed off before they have the chance to collect on their retirements. This new system will save tons of money if managers get rid of people before they have a chance to retire and collect their retirement income. According to the new NSPS rules, all of that would be acceptable, and unchallengeable. This whole NSPS is a horrible way to bilk thousands of workers out of their hard earned rewards. I don't see any value in doing this other than it is a windfall for management. All the friends can now be hired in the wake of the mass loss of the dedicated workforce. In the DoD, the military people are already talking about how easy it is going to be for them to leave active duty one day, and get hired on as a civilian the next day. That system will bypass all of the other more qualified candidates who have been trying to break into the civil service system for a long time. They won't have a chance because management can now hire who they want without regard to any safeguards, built in to offer a competitive opportunity to everyone. Now, management can hire their friends instead of the more qualified people, because there will be no safeguards to protect all the other applicants. I am sick to see the cavalier attitudes and the abusive treatment that is already starting to pry its way into my work environment. I am already looking to leave the DoD, and maybe the Federal system altogether. If I am going to be victimized by a terrible HR system, like the NSPS is going to be, I might as well work for a private company for 50% more pay. If I am going to be treated like an animal, I might as well earn more money in the process.
