Dear Sir, As an employee of the Department of Defense, I strongly suggest against this new system! Having already served our country's military for 20 years, I have seen first hand how the merit system works on the military side, I can't imagine something like this working on the civilian side. I know I work hard and have recieved nothing but superior performance ratings. If what I read is true, then 1 appraisal of less than superior performance may effectively lose my job if a RIF is inacted and another employee has a better rating for that time period. Furthermore, I think the small but well appreciated pay raises we get now are really not enough to keep up with the prevailing wage and consumer price index. I continue to be very concerned at this time. NSPS and possible revision of the Social Security system! What's next?
