There are Mail and File Clerks running the Official Mail and Distrubtion Centers in USAREUR.USAREUR 25-51 states OMMs will be GS-7 ,E-7 and above.There are GS-9 AOMMs in the US.Why are the OMMs in USAREUR GS-4 and GS-5 .Reg. says OMMs will be GS-7 and above.After 2 years 10 months ,Im still a GS-4 ,They dont follow the Regs.They dont allow us to be promoted.How are the OMMs in USAREUR going to reach the GS-9 pay scale?Please describe problem in detail : I was interview and hired to fill the position of mail and file clerk [GS-305 } ,the day I started working I was handed a waiver an told that I was now to perform the duties of a Official Mail Manager.USAREUR Reg 25-51 states: Official Mail Managers Will Be E-7 or GS-7 and Above.I was hired at a GS-4 pay grade and the next day handed a waiver told to perform the duties of a GS-7, BY USAREUR Reg. 25-51—DOD Official Mail Manual 4525.8-M. How is this fair across the board for DOD employees?.
