If flexibility is the issue. Moving the force to where is needed even if the staff has no wish to work there, Defense Secretary Donald Rumsfeld should lead the way by moving his office to Iraq for six months and see what it is like to be away from family and friends for so long, and have the same security as we have. Don’t just say one or two days. While he is at it he needs to cut his own pay band down to what the rest of us are, or is it because he doesn’t want anyone to know what he gets paid for ruining the federal work force. Who decides what pay band he should receive? Transparency is not what I get when I read the outline on NSPS. Smoke and mirrors was more like it. The whole system is flawed and should be thrown out.
