My comment addresses Performance Management and Hiring Flexibilities. I have managers today that have not given me a quarterly appraisal for the past year. How does it benefit me if I have managers that do not reward their high performing employees for their hard work today, let alone with NSPS? I also have a concern about the hiring flexibilities. I know the government is trying to have a younger and more educated workforce, however, for the government employee who is older, educated, and high performing, what is to guarantee they will not be forced out by a manager who wants someone younger?j
