1. Paragraph 9901.103 Definitions: “Performance means … including an employee’s behavior and professional demeanor (actions, attitude, and manner of performance)” Comment: The use of the word “professional” is overused, vague and subjective. Define professional. My definition of professional is that it is the opposite of personal. During the execution of your job, you must set aside personal differences in order to accomplish the mission of your organization. Each individual has their own definition of what constitutes “professional” whether that be actions, attitude and manner of performance. An important omission is no mention is made of the way an employee is dressed, yet many include this aspect when they describe a professional. I believe that an employee’s dress would be injected into the definition (implicit or explicit) of professional regardless of the fact that it isn’t and that it shouldn’t be. Who determines whether your behavior is professional? With this phrase, my performance is subject to someones interpretation of my personal demeanor (and dress). If they don’t like my personal demeanor then the conclusion is that my performance is lacking. I believe the phrase “professional demeanor” should be eliminated through out these proposed rules.
