I can not see the forementioned changes bringing together a "Total Force Concept" The mind set is not there and training is not going to improve that anytime soon. Changing the civilian personnel system will not bring around those wanted changes. What I can see is that the competition among employees will perhaps improve quality work results for a while, but the competition to brown nose the supervisor will greatly increase. What of those that don't get along with the supervisor and all advancement and pay depends of the supervisors comments on ones achievements. I think that this will create a hostile civilian work force with the pay banding scales.
