5 CFR Chapter XCIX and Part 9901 The efforts by the Defense Department to realin the civilian process has fallen very short. Alarge number of us that are AARP have many doubts about the system that continues to cut our retirement benefits. To also allow a system that will cap my top 3 years is unforgiveable. We will not have social security now my retire my be cut also can not happen.
