I feel that the system need to stay as it is. The new Management Rights give the Management the right to promote the employees that they like, and suspend or fire the ones that do not stick to the "good ol' boy" system. As far as the Extra Ordinary Pay Increase stands now, some supervisors give the 'On the Spot' awards to who they want. There are employees out here that deserve recognition and do not get it. It will be even more so with the new system. And as far as the Representation Rights, Management can't just talk to us in a manner in which they please the way it is now. I know that I pray that I can get to another agency, not under DOD or Homeland Security before January 2006.
