In section 9901.342(a)(2), you state that an employee's rating of record will be used to determine the performance pay increase, but that a supervisor can determine if an employee's rating of record is inconsistent with the current rating of record (and hence will not result in a performance pay increase consistent with what the supervisor wants to give the employee), the supervisor can issue a new rating of record and associated new performance pay increase. This really opens the door to abuse by the good old boy network.
