Comments:
Subpart A, section 9901.342(d)(4) says that implementing issuances will determine the amount of basic pay increase versus amount of bonus received by an employee for performance. However, Rating Methodology, page 7560 of the Federal Register says that the employee's rater will prepare and recommend the rating, number of shares and the distribution of the payout between basic pay increase and bonus. Which section of the Federal Register is correct?
