Page 7560 of the Federal Register, Rating Methodology says that the employee's rater will prepare and recommend the rating, number of shares and the distribution of the payout between basic pay increase and bonus. This will open the door to abuse by managers to reward their favorite employees with salary increases, while restricting other employees to only bonuses.
