Comments:
Subpart A, sect 9901.352(a) will allow supervisors to reassign their 'fair-haired' employees to positions in comparable pay bands, and set their pay indiscriminately. Supervisors can also reasssign them back to their original pay band, at an increased (possibly increased twice) pay rate.
