Section 9901.511(d)(2)(iii) implies that there will be at least three levels of performance, unacceptable, fully successful, and some level higher than fully successful. Since fully successful has been mentioned, then DoD must have insight into the levels of performance. DoD should publish the levels now, in the Federal Register, and not wait for implementing issuances.
