This is a flawed system for government personnel managment. No matter how often they try, the leadership of DoD continue to believe that they are a component of a Fortune 500 company. Government is not driven by profit margin, they do not have qualifying metrics to measure employee contribution, and they do not produce a measurable product that can be quantified. This is the most significant error of leadership judgement I have seen in my years of federal service. While the stated marketing objectives are commendable, it is the unintended results that will be the final legacy created by the changes found in NSPS. We have replace experience with expediency, and NSPS will foster more of the same. Within DoD, the leadership is not mature enough to be given the flexibilities found in the draft changes.
