The new system in deregulating pay and eliminating step increases opens the door to favoritism and makes employees subject to the whims of those in charge. Persons who know their profession, and do their jobs well but have a less pleasing personality will fare less well than those whom everyone likes. The pat answer to this will be that supervisors treat employees fairly - but history proves that wrong, power corrupts most and Civil Service leaders are not immune. This is why those who founded the system to begin with set it up as it is.
