I offer the following comments: The proposal sounds like a cost cutting measure, pay bands replace pay grades without saying if current salaries will remain or if reassement will occur. Proposing this in the name of 'National Security' makes it relate to the current heightened awareness of our security, but the there is nothing in the document that addresses it. Annual performance pay increases replaces automatic step increases. The automatic step increases were based on performance where the supervisor graded performance and approved step increase. This does the same thing as our current system. The overview does not cover the guidelines for job performance, what will it be based on, dollars, materials and staff management. It does seem to streamline the RIF measures which is what I suspect the real purpose of the proposed regulation.
