Comments:
In looking at some of the comments made previously to this one, it seems that most commentors are concerned with this system making the good ole boy system even easier to perpetuate. Also there are very many comments about good employees leaving the Government and seeking employment elsewhere because they feel this new system will be a great detriment to them. DoD says they want to keep and reward good employees. It seems this proposal will do just the opposite.
