If there is not a set standard of pay raises, the supervisor will have full rain to this decision. Many people who truly deserve a decent raise will not receive one. Unfortunately, not all supervisors are good and unbiased. Their friends, their collegues, individuals who kiss up, and people of their own race (black/white) will receive the better pay in lieu of a purely performance based system. The system we have now is sufficient if, again, the supervisors performed their job and gave bad performance standards where needed instead of giving everyone the same thing. I truly believe leaving the pay raises to the descrepancy of the organization or supervisor will not be a fair and just system. What about the organizations at the installation levels where budgets have been cut? In order to save money, people will NOT receive what they truly deserve; i.e. former Chief of Contracting, Ft Riley, KS gave out performance awards of $50 to her people. Workers had to bring office supplies from home because there was no money in the budget. Yet, at the end of the year, she turned in over $35,000 to the post commander. There will be a large difference in pay for the people of the same grade/series depending what agency they work for. Installation level worker's pay increases would be cut depending on where their budget funds are allocated for that installation. Pay increases could be frozen and be very minimal. These are my thoughts and my concerns.
