How are you going to that the new system is fair? How are you going to prevent a “good ole boy” network with favorites . How are you going to ensure Military supervisors are fair to civilians and vica-vesa ? Many people have come to Civil Service from outside jobs because there was some guarantee of fairness, longevity, basic retirement and annual cost of living increase. I believe that one of the reasons that the within grade and other actions were put in place was because people were being treated unfairly etc. I think you will be able to get rid of the some of the retirement eligible people that are hanging around ( I am sure this is one of the goals). You will hire some new people that stick round a few years, get trained and find better paying jobs elsewhere. What will be the incentive to stay in NSPS ? Believe it or not, money isn’t the only reason people stick around. Other people that do want to stay in NSPS because of the years invested with Civil Service will probably look at NON-DOD federal jobs.
