This is not fair to the employees, your proposal is a way for supervisors to get rid of the employees they do not like and praise the one's who are their favorite's, it looks like you are bringing the old boy network back. This has always been unfair and it doesn't matter how hard you work or how dependable you are, if for any reason a supervisor doesn't like you you are doomed. It is bad now because they promote who they want to but the new way they can determine your life style, for instance if you lose your home, car, etc. This seems like communism because people who do them favors, take them to lunch,fishing,hunting,associate with them off duty will always be number 1 to MANAGEMENT.The people who really work hard and don't lay out of work half the time won't stand a chance as a snowball in hell because a lot of them are not liked by supervisors. Supervisors want to be able to hire and fire who they know will do what ever they say be it right or wrong.
