Due to a new military pay system to be inplemented (FCP), we at DFAS TSO are in a brownout. This means a reduction in work. How can there be any type of standards to be rated on with NSPS with limited or no work? Will DFAS HQ limit the amount of people who can rated highly enough to get a decent amount of money for pay for performance? Will TSO employees be furloughed with limited work? I am a fairly intelligent person and have been trying to get through the bureaucratic mumbogumbo of the 14 Feb 05 Federal Register publication. Sounds like it is open for interpretation and the DoD can do as they please with govt workers. What ever suits their needs, i.e. need more money for military pay raises, just take it out of the pay for performance fund. Need more money for weapons, take it out of the pay for performance fund. Better yet, don't put any money in at all, just use the excuse that Bill Clinton gave to us before his departure from office, Gee I'd like to pay you what you should be paid, but, the government just can't afford it. It's bad enough that office politics pays the only part in bonuses and promotions, it is REALLY going to bad now, and it's just what Rumsfeld wants. He really must hate civilians. We can all submit our concerns, and it won't do one bit of good. I hope the Union wins the lawsuit filed recently.
