The rule as a whole is so long, while being too vague and complex, that you can be sure it will not accomplish its purpose. Specific problems include the following: 1) Decision-making authority will be placed in the hands of a few, whose ability is not ascertained (and the supervision of whom is not clearly delineated). 2) Day-to-day operation of government will probably continue as is. Action for and against specific employees in some cases will be expedited, but in most cases (especially those who wish to use legal recourse) will drag on in for a long time, probably in courts, and will cost the government millions. 3) What does the rule really want to accomplish? To hire and fire more quickly? To fire unproductive or problem employees more easily? To make wages of scarce job skills more competitive with the private sector? All of the above? If so, just say that! (See how short it can be written!)
