A couple of questions about the NSPS system: 1. Will DCIPS employees be put in the same pool as GS employees? 2. Will the "pay pool" be equivalent to what is now given for step raises, promotions and awards currently? 3. Will there be additional funds for additional administrative personnel to assist the managers in this new documentation heavy system? Or will there be additional contract money so that the managers can contract out the work they are not able to accomplish due to the increase in the administrative work required by NSPS? My guess is neither, and what happens to the work that is now not being accomplished? Remember most of DoD managers have special skills that are utilized by their organization; you don't get to a leadership position by proving your management skills, because you came from a position that wasn't management. You have skills that should exceed the others in your group and they should be utilized. 4. Have you considered the impact of the probable law suits that will likely arise from the implementation of this new system? Because it will likely change a majority of the workers performance appraisals to justify the pay differential. You might not want to admit it but most, if not all organizations have either a quota system or an everybody's great system. 5. What if you have an exceptional group of performers? With a pool, you are limited, thus punishing the good performers where another group of mediocre workers will get the same raise. Bottom line is there are more issues involved here than anyone in NSPS wants to admit. There need to be changes in the way the government does business. The biggest problem is the incompetent leaders in the government who have developed a system that protects them and either strokes the workforce as not to upset anyone or uses a quota system which can punish good performers and reward mediocrity. I hope I'm wrong, but I doubt it.
