Will this proposal, mean that Civil Servants that are eligable for step increases with in this implementation time period will not receive their due increase. After reading the proposal it seem to me that the Secertary has all the power to approve/disapprove just about any decision that is made in any aspect of this NSPS. You are distorying something for the VET that was established back in 1947 after WW II and also those coming back from a police action over in the deserts. I think the adminstartion should take anohter look at where the power of approval/disapproval is. I think OPM is that solution and not some appointed position person, like the Secertary.
