I am very concerned about the proposed regulations known as NSPS that were printed in the Federal Register on 14 Feb 05. I have worked for DoD for 20+ yrs and disagree with the proposal to change the way workers are paid, evaluated, promoted, fired, scheduled and treated, creating a system that is based on favoritism. While Pay for Performance is a valid concept, in this environment it is not practical, nor clear, nor fair. Understand that while some workers may be slugs and do work put forth adequate effort get raises automatically, the vast majority do not fall into that category. This proposed NSPS is akin to "guilty until proven innocent" and encourages favoritism by supervisors. Who is minding the supervisors and managers? DoD civilian employees are assigned all over the world to support our troops and I have been deployed twice to Bosnia in ’02-03, and to Southwest in '03, on a volunteer basis. I have responsibilities for my family at home but believe my priority should be to our troops--especially now, during wartime. I am not the exception--but the rule of the standard and commitments of the majority of DoD Civilian employees. We are at war, we are fighting for democracy abroad but the proposed NSPS is an attack on my personal and basic right to fair pay and regular raises--regardless of the supervisor/manager. There are DoD regulations in place for supervisors to deal with employees who work sub-standard. Why take away our rights, when there is an existing system in place NOW for dealing with poor performance. We need to enhance what is IN PLACE NOW and preserve our rights.
