The pay banding can be a wonderful idea for a fair system. However, in an entity or entities wrecked with racism and cronyism, it may fail miserably. I am a Muslim and of Asian extract and I have seem racism after 9-11 in its most virulent forms in this organization. It may be occurring in other DoD sectors also, but what I see, this system can be used to harass hard working and effective people out of a job by clever tactics. What is the metric to see whether injustices do not occur? How do we know that a racist supervisor is not using his own personal vendetta to select low pay for middle eastern employees?
