I forsee problems with the new system promoting/rewarding employees based on performance. We will most surely see the "good ol' boy" system rear its' head. Those employees liked by the supervisors will fair much better in the long run. Longevity and experience should weigh on promotion and rewards as well as employee performance. I see promotions/rewards being based on a very subjective basis with this new system. It's entirely too vague and broad at this time.
