I have reviewed this proposed idea. While it may sound good and is being promoted as a way to better serve DoD personnel, the practicality is not there. Too much is dependent on one's supervisor. In the past, I have had many military supervisors. Not one of them has even bothered to get a civilian performance appraisal on time. Most can't even be bothered to take the LEAD course. They leave in a year or two, so why should they bother with making sure this system works? They don't have to go and defend their salaries. And already, there is too much abuse of the system as it stands (taking retribution without consequences, several very bad instances here at Fort Carson), and this just lends itself to more abuses. Thumbs down!
