I remember, from my time in the Air Force, about "controlled evaluations." The Air Force, in the 1970s, tried an officer rating system that had percentages applied to "best," "second best," and so on. I remember a number of O-4s who were prevented from being promoted to O-5 because of a "second best" rating in their service record. This was despite instructions to promotion boards to ignore the "controlled" ratings given out during that time period. NSPS seems to be another version of the same system. It will also have the same effect: Good people will get hurt by linking promotions and pay raises to "subjective performance." That is not much of a reward for service to one's country.
