"Comments on Proposed NSPS Regulations -RIN 3206 -82." My concern is over the proposed Pay Banding (Page 7560). As it is now there are GS grades which are obtained by merit promotion. Within the grades are step increases that are obtained every one, two or three years as long as the employee is performing satisfactorily. This has worked for many years. There are also bonus performance awards to acknowledge employees who are performing in a superior fashion. This seems to be a fair way of dealing with employees. In the Pay Banding system objectivity is lost. An employees increase is based solely on the supervisor's judgement of that employee. This opens the door to favoritism. An employee can be performing satisfactorily and obtain no increase. Another area of concern is the yearly cost of living increase (p.7581 Subpart C, 9901.313. (2) (c). This is a normally done so employees can keep up with increase in cost of living - employees who are government and non-government. This cost of living increase seems to vanish in the new pay system
