I have only read part of the Federal Register/Vol 70, No 27, Feb 14,2005/Proposed Rules. I stopped when I reached the word “PROMULGATE” (see page 7557, 3rd column, 2/3 to the bottom of the page) I was not sure what the meaning was so looked it up in the dictionary. Using the Merriam-Webster’s Collegiate Dictionary 10th edition the third meaning under promulgates means “To put (a law) into action or “FORCE.” Why ask for our opinion, comments, and thoughts if the DOD is going to FORCE DOD civilians? Just remember that promulgates means to FORCE. I believe the proposed or forced system will be a “good old boy system” only special people will benefit from this system.
