Although I think that pay should be based on preformance, it's not possible in this line of work. In the actual military, job preformance is very much made public, but on this side of the goverment it can be covered and protected by "Old Pals",or "Family Members" . Which would mean and outsider to that community would be pasted up several times for promotions. Also, if only a cetain % can get promoted at a time others that are preforming well could miss out and that is bad for moral all together. This will also effected older career employee's, as a fairly new and young goverment employee I have no problem with an older career employee getting paid more because I know they have served their time and country as will I after time. This will only look at the physical and timely ablity of some employee's and I just don't think that's right there is so much more too a good and loyal employee. It could work, but with a work force this large it's not possible and can't be monitered close enough.
