Comments:
EREG-000006, Personnel System Proposed Changes. Changes will make it easier to provide upward mobilities to selected favorites. Some Supervisors are already targeting personnel. Favorites will not only get better opportunity, but more pay. This system is designed to push people who are performing adequately out of the government because they may not think the way you want them to think. Reasons will than be found to say they are not Performing.
