Subpart 9901.355 Pay Retention The language in this section is not clear as to the impacts of those individuals in a pay retention status. Many overseas positions are rated at a lower grade than stateside, thus pay retention was offered to attract high quality candidates. Should these individuals basic pay exceed the pay band of their grade, clear guidance needs to be provided as to how they will be impacted. In other words, will the individuals be placed in a higher pay band than their current GS rating warrants? This decsion should not be left up to the local Human Resources Office and should be articulated when the new system is in place..
